Things are crazy now. Especially with that dumb council. By MRL, how can they be so crazy... (MRL is a higher being. In the world of NofNA, he can fit in still, what with having THREE initials instead of two, regarding him as some sort of higher being)

You have to look at it from their point of view.  Meander killed a man.  Murder is still murder no matter what the reasoning behind it.  If there must be a trial then there will be a trial.  Society cannot just grind to a halt because of the ideals of one individual.

I understand them trialing Meander and Quintet, but they threaten execution to Syncope. And, they use a technique to induce sleep into somebody.

I don't think they were threatening Syncope but rather Quintet and Meander.  Otherwise, poor Syncope!  For putting Meander to sleep he was being unruly but that does seem a little extreme.

I'm sorry, I must have not portrayed it well. Creek was the one who gave Meander a little nap; he seems to be the specialist at putting people "to sleep". Syncope's--I'm not sure what to call this yet--bodily manipulation techniques (maybe "soft techniques", like wushu's "soft qi kung") tend towards sensing and physiological stress reaction.

Wow, that mind-diving technique is really suprising! I wasn't expecting animal styles to be quite that well developed...that Rule's ability to affect the Halo brain by removing it was really extraordinary. But now we're seeing Fiat (that's the other Kinkajou's name, right?) dive into the remains of Meander's mind...to discover emptiness. Nothing's left.

I don't think that was burn-out from Meander's dangerously powerful metanoia, I still think that was the result of Rule's final attack. Even in death, he acted to promote his beliefs...by silencing his most outspoken opponent. Look at the art, there's the edges of -something- there, and then a great hole or gap. I think that's the burn from Rule's Galena laser. (What was the name of that attack again?)

I'm still waiting for the horror of what Rule did to occur to the other animals...they'll see it, right? It might not be believed at first, everyone thought of Meander as an idiot with little common sense...but still. He removed the Halos from wilds, a racist and high-minded act.

How will this turn out...

This recent page does raise an interesting point--Galena is the technique Rule was using to eliminate the halo brains in the coyotes (I hope >_>), yet their claims that there was "no halo brain" whatsoever in the afflicted coyotes seem to be false.  On the assumption that Rotating Wheel Halting Rotation does require a halo brain in its target to properly interface with*, then she is encountering something akin to a cantaloupe shell with no pulp or seeds inside, but otherwise intact--by utter technicality, the brain is still "there."  This doesn't help reverse what's lost, of course, but in terms of actually adjudicating what's to follow in a court of law, it's clear that Rule and Polarizing were literally brain-damaging these coyotes in order to fulfill their needs, which (from what's been presented so far, I assume) is utterly illegal.  ...I had a point I was trying to make with that distinction, but honestly I can't really put words to it now that I've sat down and thought about it; maybe it was only a point that mattered in my own mind.  Eh well.

*(I realize that's a fairly obvious assumption that I would make by default anyway, but the other possibility that came to mind is that she is indeed making (mental) contact with "nothing" (i.e. Meander's halo brain is literally gone) and her own mind is contextualizing that nothingness in terms of "severe damage" because there would be no other reference point otherwise)

Rule spoke as if the laws of society didn't apply to the coyotes due to their wild nature.  If his subjects had been members of the animal society the removal of the halo brain would be akin to murder.  Even Quintet mentioned the teachers' practice was perfectly legal.

(It's correct: Rotating Wheel Halting Rotation builds a simulation of the recipient's halo brain for Fiat to explore. I'd imagine that it were designed by Fiat so that she could "read" the records of complex interactions inside the recipient's brain without having to intercourse through language. (Animals oftentimes might now know how to describe their own feelings or problems.) Fiat is using this decidedly advanced-for-their-time technique injudiciously, reading Meander's memories and taking damage assessments.)

Hmm. It might be a somewhat causual use--something she developed herself?--for such a powerful technique, but it seems like a good one to me.

But what if she tries that technique on a vacuous coyote? Will she see the same pattern of damage? I expect I'll have to wait and see, but I'm betting the answer is yes. I hope such an occurrence would have legal implications and repercussions....

That's correct. These coyotes weren't born vacuous, just in a wild setting. Their halo brains have been removed by Galena, and such damage would present itself to Fiat's metanoia here.
